Tall Grass generates on top of sand and gravel

minecraft:tall_grass is, according to the wikipedia pages, generated only on top of grass blocks, but in the screenshot these non-solid grass blocks have spawned on top of gravel and sand.

To recreate: Look for generated lakes in plains biomes.

Note: eventually the grass pops off of the gravel and sand.
