Snowballs Don't obey {EntityTag:{}}

I noticed when playing with command blocks that snowballs given to the player do not obey {EntityTag:{}}.

The command I used in 1.10 was:
/give @p snowball 1 0 {EntityTag:{NoGravity:1}}

Hence why I'm reporting this, the command above did not work; the snowball behaved normally.
