I first notice when I attempted to harvest an automatic wheat farm with water. Usually all of the seeds/wheat flow all the way down into another stream of water that collects them all on one block. However every one of them was stopping just before flowing off on the cobblestone.
So I investigated further and what seems to be happening is the objects are getting "stuck" or "snagged" on the cobblestone because it is slightly taller than the plowed-dirt blocks. The height of the flowing water does not matter. I was able to replicate this with block and any block slightly shorter than normal. Hopefully this isn't intentional. I've attached just two images showing this.

Has never done this before 1.10.2. So this is an intentional change in how objects in water work with these blocks?
I understand how this mechanic works, but items/objects have always been able to flow over and continue in regards to the plowed-dirt and normal blocks.
Farmland recently had its physical height changed to resemble its visual height, it no longer has full height. Stairs had a bug fixed where items would bounce in them.
This is because it works like a "stair" in a sense.
