Critial Hits don't work in Minecraft 1.10.2 (I didn't check in other version).
Sorry for bad English and any mistake.

Those were removed in 1.8

Correction on @unknown:
Since 1.9 new ways of attack have been implemented, critical hits now only appear when:

  • You're falling.

  • You're not running.
