[MC-104889] Grass fades under stairs and top slabs

The bug

Grass blocks turn into dirt blocks after a while under upside-down stairs and top slabs.

Unable to reproduce in 18w47b; most likely fixed due to the lighting system change, but this also creates a new bug where grass does not die underneath top slabs.
