When performing certain actions, I am experiencing frame jumps, sometimes minor, sometimes major. I'm quite positive that my computer is or should be capable of running Minecraft without these issues. Frame jumps occur when fighting (swinging specifically), creeper explosions, and sometimes even doors opening/closing.
I honestly don't know if this is a Minecraft bug or not. I did run a full scan and came up with nothing. I reinstalled Minecraft and that made the issue less common, but still occurred.

As I mentioned in the description, I don't know if this is technically a bug. I've tried everywhere and everything I know though. Talked to people who know a lot about tech and all that and nothing they had me try worked. I've done everything I know what to do, and I gave the specs of my PC. It's not a PC that should be experiencing issues like this. At least I don't think so. I installed OptiFine and that didn't even work (I did not change any settings at all, including what was preset by OptiFine).
Have you already tried to allocate more RAM to Minecraft/Java?
If you don't know how to allocate more RAM:
-> In your Minecraft Launcher, click on "Edit Profile"
-> Tick off "JVM Arguments"
-> Paste this into the text box: "-Xmx4096M -Xms4096M" (That's 4GB)
