Creeper specific despawning when named with a nametag?

Nametagged hostile mobs in my world behave as expected, meaning they do not despawn. This has been tested on guardians, skeletons, Endermites, Silverfish, etc. However, nearly all creepers named with a nametag will despawn instantly when the chunk is unloaded by either entering the nether or moving far enough away in the overworld. I have tried waitng in the area for more than 5 minutes to see if maybe it was related to the time between naming and unloading the area, but no difference. Logging out and back has the same effect.

This is causing a serious issue with a charged creeper farm, where I capture a creeper that spawns in the area and nametag it. The mobs land on a pad two blocks down without taking damage. They are in a glass tube, so I know they're not taking any suffocation damage. I am covering them with a piece of string and placing carpet atop the hole for safety reasons.

If there is any further test I can do, or data I can provide, please let me know.

Is this a vanilla server you're running?

Also, were the nametags applied normally, or via some command(s)?

Normal Vanilla server and in survival.

I think this might be related to a different bug. One thing I had happen was that I placed a name tag, and later I discovered I had a name tag in my inventory. I am thinking this is a ghost block sort of occurrence,

After finding an unexpected name tag, I tried naming another creeper and once I had one that appeared to be named properly, but when I clicked the empty inventory slot where the tag had been, a name tag appeared on my cursor....I am guessing the name tag is not actually working server-side but it appears to be, from the client side. This would explain the issue as well as why it is so inconsistent.

Win 10 Beta - creepers that are named despawn - confirmed. I can't keep creepers in my pits because even if nametagged, they despawn.
