Skin changes, but head doesn't when doing /skull <name>.

I did /skull, it provided me with my skull. But, when I changed my skin, /skull gave me the head of my old skin.. how long does it take for a skull to change??

There is no "/skull" command in vanilla Minecraft.

Regardless of the command, whenever I give myself a skull of myself, it doesn't update.
