Not sure if it is an actual bug, but...
So I made a clock loop with a torch and repeater at 2 ticks, and when I place
the torch LAST, it acts like a bud switch. The only thing is, that it is only in this exact position, and before it you need to set the repeater at 1 tick until the torch burns out, then set it to 2 ticks and destroy and replace the torch.

The issue is that redstone torches that burn out schedule a tile tick for 160 game ticks (8 seconds) when doing so.
After that time the torch is supposed to automatically turn on again (which doesn't always happen, see MC-120938).
If you replace a burned out torch quickly, the tile tick is still scheduled. The torch therefore cannot schedule another tile tick when it receives power and only updates after the burn out tile tick triggers.
