Water reacts to randomTickSpeed with inconsistencies, and rarely flows too fast.

This might be intended, but randomTickSpeed affects water just barely and water will still move when randomTickSpeed is set to 0.
In other words water sometimes flows too fast.

That's intended. Water move on his own because a block update, the randomTick is just here to add a little chance of flowing faster so that it looks more natural.
