Spectral arrows not being shot by skeletons

I summoned in a skeleton with a bow and the Spectral Arrow on it's offhand. When it shoots, it only shot normal arrows.

Command to reproduce:

/summon minecraft:skeleton ~ ~ ~  {HandItems:[{id:"minecraft:bow",Count:1b},{id:"minecraft:spectral_arrow",Count:1b}]}
