Update: Have performed some testing, and this only appears to occur for naturally generated vindicators, and happens consistently for all that I've seen.

Their HandItems tag is empty, whereas for vindicators summoned using spawn eggs it contains an iron axe.

Does this also affect /summoned vindicators (without specifying tags)?

No, summoning a Vindicator via "/summon minecraft:vindication_illager", or by using a spawn egg, does not have this issue.
