Spectral Arrow Black Screen 1.9 - 1.10.2

The spectral arrows give me a black screen when I look at a player/mob with the effect. I have seen other reports of the situation but they had outdated graphics driver while I do not. This has me dumbfounded and I have no idea what is going on.
