No sound while placing a block on a wooden fenced

While placing a block on a wooden fence in non-sneak-mode no sound appears -> while sneaking and placing a sound appears

What I expected to happen was...:
A sound should be played

What actually happened was...:
No sound was played

Steps to Reproduce:
1. Place a fence
2. Don't sneak
3. Place a block on the fence
