When shooting harming I or II arrow with critical hit, the harming effects don't apply to target entity.

Tested on snapshot, when i try to shot creeper or non undead mob with harming critical hit arrow the harming effect don't apply. However, when harming arrow is not at critical hit stage the harming effect is apply.
