[MC-109262] wither skeletons again spawning on netherack

i been removing and half slabbing around a fortress for days, and as soon as new update hit server wither skeletons again started spawning on netherack in halls I've removed the nether brick.

Wither skeleton's only spawn requirements are that they are in the fortress structure area with air and a bit of darkness. The block they spawn on doesn't matter (as long as it's solid).

its a new behavior since ive been doing this for days. but maybe its just fixed not a bug.
