Lightning bolt doesn't work with Passengers tag

Using these Commands:

/summon lightning_bolt ~ ~1 ~ {Passengers:[{id:"cave_spider"}]}

and

/summon cave_spider ~ ~1 ~ {Passengers:[{id:"lightning_bolt"}]}

The first command only summons the bolt but not the spider, and the second vice versa
