This is easiest to describe exactly how it happened:
I had a full inventory, with a half-stack of cobble in my offhand.
I broke cobblestone, and the items stayed on the ground, as opposed to me picking them up and them being added to my offhand stack. (I did not have any other partial-stacks of cobble in my inventory elsewhere.)
I just think it would be helpful and would make gameplay... smoother... if it would just pick up the items into the stack.

I can still reproduce it in 1.12.1
1. Fill your inventory (including your offhand) with one type of item (eg cobblestone) full stacks
2. Switch to survival
3. Open inventory, right click your items in offhand, drag out of inventory to drop them, close inventory
4. You cannot pick up the items you've just dropped until you make space in your inventory (eg right clicking a random stack). Picked up items will however go into your offhand unless you make space in your main hand.
Can't reproduce in the 1.11 snapshots.
