[MC-110426] Minecart with Spawner doesn't show mob inside it

When I do /summon spawner_minecart

It spawns pigs but I cant see the pig spinning inside of the block.

Resolving this as a dupe of MC-65065, since the underlying issue is the same (the contents of the spawner minecart is not sync'd with the client), even though the resultant behavior is different (I'll put more info in the comments of that ticket). If you want, I can transfer ownership of that ticket for you.
