In the past, while my player character was in the ocean, I was able to place boats besides me or underneath me. Wherever I choose, I was able to place a boat while in water.
Now, in 1.11, I can only place one above my player character.

It is intended that you can't place boats inside yourself. Can you not place boats a couple of blocks to the side?
