Structure voids hold water back

Water can't run through structure voids.

I expected the water to run through the structure voids, like air, but it didn't and the structure voids held the water back.

To test this, place water surrounded by 4 void blocks on the sides. The water won't run through.

Is this intended?

Structure voids in red, air in blue.

Probably intended because structure void is a block. Therefor there can either be a structure void block or a water block, but not both at the same time.
