how much storage is left in your device give the amount not the %
Im guessing that isn't enough or you just don't have a lot of storage installed.
This is false I reproduced this and this didn't happen on the same device you were probably flying before you were on the ladder.

The distortion is also on the normal Minecraft texture pack so I don't think it's a bug not sure

Try opening a different world and see if it works, That world might be corrupted.
I just got the achivement today it works on windows 10 latest update
