[MC-111255] End Cities containing NO LOOT

I have found several LARGE end cities using the "/locate EndCity" command and found that none of the chests have any items in them and the elytra are missing. These are newly discovered cities as I can see the city generate before my eyes (things falling to the ground, blocks being newly rendered, etc.).

This is the location of the ship where there was nothing in the brewing stand, nothing in the chests, and no Elytra.

Unable to reproduce. Generated a fresh world with that seed, and the loot in the End City at those coords was there as expected (Elytra, potions, chest loot etc.).

Ok, well, more history then. This world was originally 1.9.2 and we recently upgraded to 1.11. Would that have made a difference?
