[MC-11139] Wither in sight triggers the sky darkening, wither not in sight trigger the sky turning normal

I spawned a Wither and it looks good in the start. At my sight, the sky remained dark

But when i turned around, the sky will turn normal.

I don't know if i'd call it a bug but it should be if the wither is in range really.

Believe this is intentional, to make it more 'creepy', however I do not know for sure. It's just has always been like that.

Confirmed, but not sure if intentional.

Bug still occurs in Present 1.5

Can someone take a look at this?
