[MC-11306] Falling sand with block ID of water doesn't work anymore

Spawners spawning falling sand with the Block ID of water doesn't spawn it like in 1.4.7 anymore. It shows up as sand and not as water how it should and did before.

IIRC, it was impossible to put the block id of water on sand before some snapshot. Please test again on 1.5 Prerelease.

I did test in on the 1.5 prerelease. Thats where I had that issue.
