[MC-11335] Command block "effect 1 999 100" breaks movement

When using a command block to give 999 speed will act like a overpowered slowness potion. This causes the player to be stuck in a single spot.

Works normally for me i am only very fast and 999 is the duration not the amplifier. Doing effect (player) 1 239 128+(must be 128 or over to work.) will cause you to become unable to move or move so slowly that it is not visible.
