While under the effects of Mining Fatigue 5 or higher, it becomes impossible to break anything. Even with Haste 100 and Eff 100 you still can't even break tall grass.

I dunno why Dinnerbone removed the limit to the effect command I don't want to chase "bugs" like these..

That is true but the problem is in the way it stacks with enchantments and haste. Because it reduces speed to 0 before applying the other bonuses, it causes dullness 5 to cancel out any other boost, even 120 haste and EFF 120.

It's actually the other way round:
At first effectivity and digSpeed is applied, the the resulting value is reduced by 20% per digSlowdown level,
but the outcome is the same.

I think it's really bad of them not give an error after the 127 limit, or support values higher then that.

Not sure who thought it was a good idea to make this happen. Its absolutely terrible for Map Makers, especially when you need players not to jump. Jump Boost 128+ makes players not jump, but if you want them to PvP as well, forget it. Jump Boost shoots them in the air if you hit the player with Jump Boost twice. Ridiculous... :L

Um? Someone resolved my bug that https://bugs.mojang.com/browse/MC-130051 duplicates this? This is about potion effects and that is about mobs hitting you with knockback making you lose a lot of hunger.

/enchantments with level over max default value
Your report has an enchanted item WAY over the default max value.

Using a jump boost of greater than 127 to achieve a negative effect was previously a workaround to MC-2112 in certain cases.
Values greater than 127 are resulting in no effect as of 1.14.2-pre2 and that has broken this workaround.
so... why has a "Won't Fix" bug been "fixed"?

Isn't Slowness VI (amplifier 5) obtainable in vanilla survival with Strong Turtle Master? So would bugs with that be unsupported?

Turtle Master is an exception - and so is any other higher level potion effect that can be obtained in regular survival gameplay (at the moment, there is no other, but should any other be implemented, it would be fully supported). So if you do find any issues with Slowness VI, it is a valid issue and can be reported.

For command players this is rather important sometimes. For example, if one wants to track from which designed bow an arrow comes from in vanilla, an survival-unachievable power enchantment on the bow seems to be the only approach: one can classify bows by giving them different (high-level) power enchantments, which makes the arrows coming out from bows have a special "damage" NBT value corresponding to their bow types, and then repeated commands can be used to do things about the arrows (of course including changing the "damage" value back when things are done).

Please fix it including all the duplicates. PLEASE. I think enchantments with higer level are for use them after typing command. So again, PLEASE FIX IT.

The comments like "please fix this" won't get this bug fixed. (Even I'd like the fix too as you can make it obtainable in survival using datapacks)

I honestly think that this shouldn't be fixed unless alternatives for all the bugs are added. When making datapacks, Jump Boost or Levitation above 128 are super useful for reducing jump height or increasing gravity.
