When you load up a new world and give yourself (example: effect give @p haste 999999 255, when you quit out the world and rejoin, the buff level will go to level 1 instead of 255, when you affect a different affect (like strength with max level 255) leave and rejoin world, the effect level is still the same.
Affects from versions 1.8 and below and possibly future versions.
