I used the command: /effect give levitation for 50 seconds and amplifier 255. I had Auto-Jump on. All that happened was a fly mode that could not go up or down.

Duplicate of MC-10755 effects over level 5 are not supported
Try with a lower amplifier, I've had problems in the past using high amplifiers.
