[MC-45262] "corrupt" health boost potions not working as expected

2 bugs with corrupt health boost potions:
1) splash potions have no effect
2) when drank when a positive health boost effect is active, it reduces your current health instead of your max health

Please provide the exact steps to reproduce. (What is a "corrupt" health boost potion?)

This is most likely due to the fact that Minecraft potions with effect modifiers above 127 give a negative effect instead. For example, Jump Boost 139 will make the player unable to jump, or Hunger 129 adds hunger points instead of removing them. This is not so much a bug as it is an oddity in the way Minecraft handles potions.
