can't get out of flying

i was tending to my garden, hoeing, planting, the like, (in creative mode) when i noticed there were some unwanted mobs wandering about, so i used my favorite method of dispensing them, /effect give @e levitation 100000 255 true doing so i also gave it to myself, but i was already flying so it didn't affect me, so i forgot about it, but when i did finally decide to stop flying, instead of rocketing me into the air, it just didn't let me descend, i was stuck in space, even when i went into survival mode, nothing, i eventually had to clear the effect for the issue to resolve, it wouldn't even let me descend while i was flying in creative mode! it was very strange.
