On players, levitation levels 128-254 will make the player float down. Also on players, levitation level 255 will make the player not fall or go up.
When tested on mobs, they will just float up very fast instead of going down.
This bug has been around for a while, but it was never reported (to my knowledge).

This isn't a duplicate of MC-10755 (I think). That bug says how levels above 4 don't work. This is talking about how on MOBS, just the LEVITATION effect doesn't work, ONLY above LEVEL 127. Not about any other effect with level 4.
MC-10755 covers potion effects which do not support higher amplifiers. Levitation is a potion effect and you are giving it a high amplifier.
Yes it is above 4, but this works as it should on players without any problems. It only doesn't work on MOBS. Also, on players and mobs, levels above 4 and less than 128 work as they should. It only affects MOBS with levels 128-255.
If they work at those levels, it's fine, if it doesn't the won't fix it, only issues of supported amplifiers will be fixed 5+ isn't supported, these levels aren't supported, this issue won't be fixed, this can't be said any clearer
Again, I see what you're saying, but the bug I reported affects levels above 128.
It Works On Numbers Above 4!
It works for 1-127! It only doesn't work when you get to 128, and it's only for levitation.
It doesn't matter whether or not it works one way or another. It's that those numbers aren't supported in the first place. As in, any oddities you experience as a result of using unsupported values are not going to be fixed.
Let me rephrase that:
If something wrong happens with effects <= 4, then it's a bug.
If something wrong happens with effects > 5, it's not supported.
It doesn't matter if it works on level 60, it's still not supported.
