[MC-179180] High level of Instant Health can kill players

Splash potions with high level (126) Instant Health can kill players instead of healing.

How to reproduce:

Give yourself a splash potion of Instant Health 126

/give @p minecraft:splash_potion{CustomPotionEffects: [{Id: 6, Amplifier: 125, Duration: 600}]}

Use it on yourself
You've been dead
