Inverted Levitation Effect launches Player into the air after landing on the ground

What I expected to happen was...:
Because the levitation effect with amplifier 253 lets me float down very slowly, like low gravity, I expected to land undamaged on the ground.

What actually happened was...:
When I touched the ground, I got the usual fall damage for this height and I got launched about twenty blocks into the air.

Steps to Reproduce:
1. Give yourself /effect @p minecraft:levitation 100 253
2. Jump off a tower with the height of about 20 blocks.
3. Float slowly to the ground and land on the ground.
4. Notice you get launched high into the air and take the regular fall damage.
