[MC-85259] All Non-Player mobs not affected by negative levitation

Only player is affected with negative levitation (lvl 128).
All mobs go up even when negative levitation is used.

Hey, moderators, this is not a duplicate... I want to say that levitation effect doesn't affect mobs the same as a player... That's different.

There is no "negative levitation". The only valid levitation levels are Level 0 ... Level 4. Everything outside of this range is not supported.
