Glass panes and iron bars facing north-south have wrongly rotated section on the top and bottom

This seems to be an issue with the resource pack. This is what it looks like in-game on a vanilla version:

Is this still an issue in the most recent versions (currently that is 1.13.2, or the latest snapshot 19w11b) of Minecraft?
