[MC-114466] Chunks not rendering

Chunks will go in and out of render, even though player is on them, or near them.
Log onto minecraft, open a survival world (without optifine!)
Walk around. Chunks will flicker in and out of existence

Chunks should stay rendered when the player is able to see the chunk.

This has actually been happening for a few versions now. For some reason using optifine fixes the issue (however I shouldnt have to download external programs to make the game I paid 30 dollars for run smoothly)
