[MC-114628] When minecarts are placed on adjacent tracks, they will link together. This, however, does not work on tracks running east-west.

To replicate this problem, place minecarts beside each other on adjacent rails (of any kind) so that the rails run north-south. The carts will link to form a train.
This does not work on a track running east-west.

Cannot confirm that they form a train, but they push each other in 17w06a on north-south rails.

Is this still a issue in the latest version of the game(currently 1.13.1)?

If so, please add it to the affected versions, thanks!
