Whenever I use 1.9 and newer all servers say "Cannot Connect To Server" and whenever I try to create a new world or open an existing world it gets stuck on "Loading World, Building Terrain" If I click or wait long enough it turns to not responding and crashes. I attached the log but there's not much to see. I've tried waiting up to 3 hours before but it stays on the same screen.
NOTE: 1.8.9 and older work.

Can you use WhatIsHang to get an error report when it's not responding, and attach the report to this issue? Those reports generally contain useful information when (as you noted) the launcher report doesn't.
