[MC-114794] Llamas don't spawn in Easy mode

Llamas don't spawn in Easy mode (They don't spawn with this options: Monster spawning OFF, Animal and NPCs spawning on)

Confirmed for Minecraft version 1.11.2, after applying the given altercations. "Monster spawning OFF, Animal and NPCs spawning on", as well as Easy mode. Checked both Savanna and Extreme Hills biomes.

However, I believe this may be due to the fact the Llamas are neutral mobs, rather than passive, due to their ability to harm players. The game may recognize them as "Monsters" along with other neutral mobs such as Enderman and Cave Spiders.

After turning Monster spawning back ON, I was able to find Llamas in Easy Mode once again.

Is this still a issue in the latest version of the game(currently 1.13.1)?
