I tested this concept in 1.9 and 1.10 and it worked just fine.
In 1.11.2 it seems to not work anymore...
Let me tell you exactly what I have done (in 1.11)
Environment setting up.
/scoreboard objectives add Mad dummy
Repeat command.
scoreboard players add @e[type=enderman,name=Angry] Mad 1 {Attributes:[{Modifiers:[]}]}
kill @e[type=enderman,name=Angry,score_Mad_min=1]
on conditional and chain:
/say GRR
/summon armor_stand ~ ~1 ~ {Invisible:1,Passengers:[{id:"enderman",CustomName:"Angry",Silent:1,ActiveEffects:[{Id:14,Amplifier:1,Duration:2000000,ShowParticles:0b}]}]}
And now let me explain what happens:
It works one time, but afterwards no enderman gets mad at me when I look at it...
Not even if I destroy the contraption... They just don't react unless I punch them...
This is not normal 😞
I want to talk to the manager to get it fixed!
Are you sure you were not in creative when you looked at them?
