As you can see in the screenshot below, I am hovering over my axe, wich is almost broken, but no information appears. I have CTRL + H activated for the record.

Item info doesn't appear when in inventories other than your own; eg chests.

I have the same issue, when in an inventory other than my own, no item info appears on anything in either my inventory or the inventory I was opening.
