Hover Text doesn't appear in Chests

When I try to look at items in chests the hover text does not appear. This is true for the items in my inventory as well when I have the chest open. However the hover text is still working when I open just my inventory.

This bug is true in singleplayer survival, double and single chests and double trapped chests, ender chests, and redstone containers (droppers, etc) in my experience (although it is possibly more widespread)
