Redstone torches turn off when making a pulse circuit/redstone clock

If you make a redstone clock with the method shown below, the redstone torch turns off after 2 seconds and all redstone in the redstone clock is off. This isn't supposed to be like that because of the behavior of redstone torches which turn off only when there is a redstone signal behind.

I think that's intended: redstone torches burn out if you attempt to toggle them too quickly.
