Observer duplication glitch

Issue

With this machine you can duplicate observer blocks.

Reproduce

1. Build the machine from "Machine.png" (attached)

2. Flip the lever twice

3. Wait 10 seconds

Attached

• "Machine.png" - the machine before activating it

• "Result.png" - the machine after I switched the lever for the third time
