Right click with undyed leather armor part on cauldron with water still lower water layer from cauldron
normally you can wash away all the color on a leather armor by right click
on a cauldron with water and its will take one layer of water (theres 3 layers of water in cauldron), but right click with undyed leather armor part will still take water from it.

I don't think it's intended either. However, it doesn't really cause anything bad, it uses up water (which can be infinitely collected).

I don't see why it would be intended, it is supposed to remove dye. And as the OP stated, it does it for undyed armor.

You're still washing the leather armor, even if it's not dyed. Are you saying that washing undyed leather armor shouldn't consume water, or that you should be prevented from washing undyed leather armor?

You shouldn't be able to wash undyed leather armor, this feature came to remove dyes from leather armor by taking water from cauldaron
but it still takes water if the armor is undyed.

Your first comment relates to washing clothes, but clothes don't get dirty in Minecraft, should be no problem

Not fixed in 1.7.6 pre 2

I can confirm it's still broken on 1.7.6pre2 despite appearing on the changelist as a bugfix for that version.

I know i'm not some genius, but have you tried using color code detection to make sure un-dyed leather Armour from using up water?
EX. Item | Use on cauldron enabled
Leather armor | Allowed
(Color#EXAMPLE) |
Leather armor | Action disabled, no ID specifying to color
(Undyed) |
