I have a system for my automatic sugar cane farm that includes hoppers, but ive noticed that the sugarcane rarely goes to the side before going down in my hoppers to the storage chests.
Im using the item elevator that you use a 3x3 area and a dropper / dispenser on the bottom, that goes to a water stream that pushes the sugar cane to the item collection hoppers that goes to my storage.

Basically Items go to the side before going down, this might be because of the item elevator but ive seen it on builds without it.
Is this still an issue in the most recent versions (currently that is 1.12.2, or the latest 1.13 development snapshot 18w07c) of Minecraft?
I tested it on 1.12.2 on singleplayer and it is still happening, attachment is a picture of the setup.

Can you please explain the issue a little bit more in detail or narrow it down only to the bug. I currently do not understand exactly what you are referring to. A screenshot of an example setup (as small as possible) would be good as well.
