[MC-116948] Dragon AI Bug

The Ender Dragon has no AI when summoned with /Summon. Occurs only when summoned with /summon command.
It will leave floating and making noises tho it cannot be killed.
The Ender Dragon cannot be killed even with /kill @e in 1.12.

Very likely intended, see MC-85304. Use different DragonPhase values to summon a moving ender dragon.

AND with unreleased versions I meant the snapshots.
