[MC-117513] Blocks' hitboxes are invisible when inside water

When you are inside a water block, you cannot see the black outline (hitbox) of the block you're facing.
I tried to reproduce this issue in lava, however, this works perfectly.
This is specially annoying when you are building underwater.

I've tried now in 1.11.2 vanilla and this still happens. I'm updating the report now.
