[MC-117629] Can't place ladder over an other

When we try to placing ladders, we can't place a ladder below another. The two ladders drop as Items

I can confirm this happening. Also ladders placed in previous versions will come tumbling down if there is a block update to them.

This issue has been resolved as a duplicate. The main ticket has been resolved because it is fixed in the next version.
